Uninstall SAB

I have exactly the same problem. I even deleted the registry key and the sab folder. Nonetheless, after restarting Windows, IE still wouldn't work. Reinstalled sab from scratch so I can at least use IE. I'm using Firefox for my main browser until I can get this usurper off my system. Did you ever find a solution? Has anyone?

Remove the proxy setting from the web browser you were using SAB with. SAB wouldn't do anything until you configured the browser to use the localhost proxy settings, and the browser thus won't work if you remove the proxy and don't change the setting back in your browser.
