Stupid question BUT...

When I open a new layout, I don't see the "Add dots, move dots", etc. controls---what have I turned off?

I can get to "Add dots" in the drop down menu, but can't activate "Move dots?

I've done something wrong.

You may have hidden the toolbar, which can be re-shown from the View menu under Toolbars. On the Mac version, the yellow oval icon in the top right corner of each picture window will toggle the toolbar on and off as well.
