Timeline Options "Qualty" settings

In the timeline options what is "Qualty" mean? It's default is 75, doen that mean 100 is better?

The Quality option controls the compression of Flash SWF and JPEG files. Both of these file formats are lossy, which means that they do not store a perfect representation of the picture being saved. There is a tradeoff between file size and image quality. The lower you set the Quality, the smaller the file size, but the worse the image will look. The higher you set the quality, the better the image will look, but it may take longer to download or email because of the larger file size.

Forgive me for asking this but can I go OVER 100 percent on the quality setting?

No, you can not. You probably never want to go above 95 either, as the file sizes start getting larger exponentially, while the quality is already so good you can't tell the difference. At 100 you just waste a lot of space with your JPGs or SWFs, making them take longer to upload or download.
The default of 75 is usually what you want, unless you really can see the JPEG block artifacts in your JPG or SWF renderings.
