No, you can not. You probably never want to go above 95 either, as the file sizes start getting larger exponentially, while the quality is already so good you can't tell the difference. At 100 you just waste a lot of space with your JPGs or SWFs, making them take longer to upload or download.
The default of 75 is usually what you want, unless you really can see the JPEG block artifacts in your JPG or SWF renderings.
