error 481 - invalid picture

I am trying to load a .jpg picture. I am getting this message.

The picture loads fine in Photoshop, ACDSee, and displays fine as a Thumbnail in Windows Explorer.

Can you help me?

Can we see a sample picture that produces this error but works elsewhere?

Sorry, I can't figure out how to attach an image to this post. I will be happy to supply an image if you will tell me how.
